The government changes — but the concrete keeps setting. On 16 July the Verkhovna Rada voted in a new Cabinet of Ministers, and on the same day Deputy Prime Minister for the Restoration of Ukraine and Minister of Communities and Territories Development Oleksii Kuleba left his post. In his farewell, he did not deliver speeches about wartime challenges — instead, he released plain statistics: how many roads, bridges and new homes appeared in the country during his two years in office. These are the reconstruction results that matter not to politicians, but to those who go out to construction sites every day with blueprints in hand.
For the construction industry, a change of leadership at the lead ministry is always a tense moment: will the pace of financing hold, will tenders stall, will unfinished projects be completed. That is why the Ministry’s final figures are worth reading not as a report on the past, but as a description of the order book being handed down to the new team.
Ukraine’s reconstruction results in the Ministry’s numbers
According to Oleksii Kuleba, during his time in office:
- more than 500,000 families received housing support or compensation for destroyed or damaged homes; at least another 100,000 families are due to receive assistance by the end of 2026;
- more than 18 million square metres of roads have been repaired;
- more than 30 destroyed bridges have been restored, most of them in frontline regions;
- construction of the Northern Bypass of Rivne was completed — 14.5 km of new highway worth almost UAH 2 billion; the work, which began back in 2019, was halted by the full-scale invasion;
- more than 3,000 facilities have been reconstructed and modernised;
- €230 million has been secured from the European Investment Bank for road infrastructure development;
- the Ministry’s international portfolio includes 60 agreements worth over $8.5 billion, of which $3.2 billion was raised over the past two years for 38 reconstruction projects;
- a Frontline Territories Support Programme has been launched for 216 communities, along with nearly 200 new partnerships;
- €1.16 billion has been secured for local government reform under the Ukraine Facility.
Ukraine’s road repairs run on a financing system, not one-off campaigns
Behind these dry figures are thousands of contractors, designers and materials suppliers, for whom each item on the list means a specific Prozorro tender, a specific contract and a specific crew on site. Bridge restoration, road repairs and hospital reconstruction do not rest on one-off campaigns, but on a financing system already tied into the European Investment Bank, the Ukraine Facility and the state budget. It is this system — not a particular name in the minister’s office — that determines how much work the industry will have in the coming months.
State reconstruction tenders will continue despite the change of government
The new government, led by Prime Minister Serhii Koretskyi, held its first meeting on the same 16 July and has already set its priorities. Whether the new Cabinet keeps up the pace of bridge, road and hospital restoration will become clear over the coming year — but the scale of already-launched international programmes and signed agreements provides a safety margin that is hard to unravel quickly with a single personnel decision.
