A reserved employee calmly shows up for his shift while, in the office next door, an HR specialist is frantically searching for a certificate nobody thought about in advance. The difference between these two scenarios isn’t luck — it’s one carefully assembled package of paperwork. Documents for reservation don’t tolerate “I’ll do it tomorrow”: if even one certificate is missing, the application on the Diia portal will be rejected, and the employee risks being left without a deferment exactly when it’s needed most.
In 2026, the rules for reserving employees became stricter: salary thresholds rose, enterprise criticality criteria tightened, and document submission finally moved entirely online. But the basic package of paperwork every employer and every conscripted employee needs to assemble remains recognizable. Let’s break it down.
Documents for reservation: what the employee prepares
Before the HR department can even begin processing, the conscript must personally bring:
- a Ukrainian citizen’s passport;
- a military registration document with up-to-date, timely-updated data;
- an application in which the employee explains why he considers it appropriate to remain at the enterprise in the event of mobilization.
Here’s a trap that’s often overlooked: if a person hasn’t updated their registration data through the recruitment center, a service center, or the Reserve+ app, no application will help — without up-to-date military registration, a reservation from mobilization simply cannot be processed.
What the employer prepares
Next, the enterprise’s HR department steps in, and this is where the list grows the most:
- an explanatory note from the employer justifying why the specific employee’s position is critically important to the enterprise’s operations;
- copies of documents confirming the employment relationship — the hiring order and the employment contract;
- an up-to-date certificate on the number of conscripts already reserved at the enterprise;
- confirmation that the employee’s accrued salary meets the established threshold (for critically important enterprises, this is a multiple of the minimum wage);
- confirmation of critically important enterprise status — a decision from the relevant ministry, the Ministry of Economy, or the corresponding regional or local administration;
- the compiled list of reservation candidates, submitted and signed by the director with an electronic signature.
As of April 1, a reservation application can only be submitted through the Diia portal — the paper option remains only for enterprises that physically lack an EDRPOU code or the technical means to work with the portal, in which case the document package goes directly to the authority that issued the criticality decision.
Why this list became a test of endurance in 2026
The stakes rose beyond just paperwork. For enterprises with a staff of more than 50 employees, the average salary can no longer fall below the national average multiplied by a factor of two, while a factor of three applies to companies with 20 or more employees. From September 1, 2026, for critically important enterprises, the accrued salary of every reserved employee must reach at least three minimum wages — so without a fresh salary certificate and a correctly assembled document package, not even a flawless corporate reputation will save a reservation.
Confirmation that all this paperwork wasn’t in vain comes in the form of a deferment reflected in the employee’s electronic military registration document — the status can be checked through the Reserve+ app at any time.
One document updated too late, and the entire procedure starts from zero. So the best strategy for 2026 is simple: assemble the full package before it’s urgently needed.
