Last winter, half a million Kyiv residents warmed up in “invincibility points” while power engineers patched transformer substations under shelling. That is the experience the city has decided not to repeat — and instead of waiting for the state machine to move faster than the frost, it simply took its money back.
On 14 July the Kyiv City Council approved amendments to the capital’s budget, and at first glance this looks like dry accounting. In reality, the decision to reclaim the funds directly affects whether Kyiv will have a reserve heating system before the first cold snap — and therefore concerns everyone counting on a warm radiator this winter, and every contractor who will be building, installing and commissioning facilities of this system in the coming months.
What happened on 14 July
Facts confirmed by Kyiv Mayor Vitali Klitschko and several independent media outlets:
- back in May 2026, Kyiv agreed to transfer UAH 1.25 billion from the city budget to the state budget — to purchase heating equipment for reserve heat sources, which the Agency for Restoration and Development of Infrastructure of Ukraine was supposed to organise;
- as of mid-July, these funds still had not been used, due to bureaucratic procedures at the state level;
- the Kyiv City Council decided to return the full UAH 1.25 billion to the city budget;
- the money will go towards the work of Kyivteploenergo and the direct construction of Kyiv’s reserve heating system;
- the decision is part of the capital’s broader Resilience Plan — a set of measures in case of new massive strikes on the energy sector;
- Kyiv’s total need for heating-season preparation is estimated at roughly UAH 30 billion, which was initially meant to be co-financed by the city and the state.
Why Kyiv needs its own reserve heating system
A reserve heating system is needed in case the main heat sources and networks are damaged again by Russian strikes — a scenario Kyiv already went through last winter and does not want to repeat. But the essence of the decision goes beyond a single transfer between budgets. When the capital pulls money out of the state channel and takes on construction itself, it means new tenders, new contract work, tight deadlines — and tighter control over who performs the work and how.
There is not much time left before the heating season begins, so speed and contractor reliability are now the priority, not inter-agency coordination, which has already cost months of delay. The mayor openly admitted it: the state did not manage in time, so the city will have to rely primarily on its own resources and on contractors capable of working without delays.
What this means for the construction industry
For contractors and manufacturers of heating equipment, this is a concrete signal: municipalities are ready to take responsibility where state mechanisms fall behind, and that means new direct orders from the city and municipal enterprises now managing their own budget without an intermediary. Kyiv’s preparation for winter this year will follow different rules of the game, and whoever can work quickly and transparently will get the contract.
Decisions like this are one more small proof that rebuilding the country is not made up only of large state programmes, but also of a single city’s determination not to freeze while waiting for someone else’s permission.
