  • by default, a company can defer up to 50% of its staff; critical facilities for defence needs, up to 100%
  • the deferral is valid for the term of the employment contract, usually 6–12 months, and is renewed along with the contract
  • protection applies only to officially employed staff — a person on a contractor agreement or a sole proprietor (FOP) does not fall within the scope
  • before filing an application, the employee’s military registration documents must be in order — this is most often what disqualifies candidates for a deferral
  • the status of each deferred employee can be checked through Reserve+, Oberih, or Diia

For a crew on site, this looks routine: the person keeps showing up for shifts, while their status in the registries updates in the background. Problems arise not because of the system itself, but through carelessness — an expired military registration document or outdated data can undo even the strongest case for a position’s criticality.

Why this is more than a piece of paper

Behind every deferred crane operator or welder is a facility that has to be handed over on time — a school, a hospital, a road, a defence structure. Draft deferral for construction workers is not a privilege for one individual, but a way to keep an entire technological link in place: without it, the team simply will not finish the project on time.
