Today, you are holding the keys to your own apartment in Kyiv or Dnipro.<\/p>\n<p>For 3,228 Ukrainian families, this is no longer a hypothetical scenario but a reality. Through the state housing voucher program for internally displaced persons (IDPs), thousands of families have already purchased new homes, many completing the process in less than two months.<\/p>\n<p>According to Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba, the results demonstrate how compensation and recovery mechanisms are delivering tangible outcomes for displaced Ukrainians. The program also highlights the growing influence of housing compensation initiatives on the residential property market and, consequently, on the construction sector.<\/p>\n<h2>Housing Vouchers for IDPs from Temporarily Occupied Territories<\/h2>\n<p>The vouchers are available to internally displaced persons who have left temporarily occupied territories and hold either veteran status or disability status resulting from the war.<\/p>\n<p>The first phase of funding allocation began on May 1, 2026, and the results achieved in less than two months are significant:<\/p>\n<ul>\n<li>3,228 families have already purchased homes using state-issued housing vouchers;<\/li>\n<li>The total area of acquired housing exceeds 165,000 square meters;<\/li>\n<li>Vouchers have been used in 22 regions of Ukraine;<\/li>\n<li>Kyiv Region leads the program, with more than 500 families purchasing housing worth over UAH 1 billion;<\/li>\n<li>Dnipropetrovsk and Odesa regions have also demonstrated strong participation;<\/li>\n<li>Nearly 87% of purchased properties were acquired on the secondary market;<\/li>\n<li>Approximately 88% of all purchases were apartments, with the remainder consisting of private houses;<\/li>\n<li>More than 41,000 applications have been submitted, of which over 33,000 have already been reviewed and approved by local commissions;<\/li>\n<li>The maximum value of a single housing voucher is up to UAH 2 million.<\/li>\n<\/ul>\n<h2>Additional Funding for Housing Recovery Programs<\/h2>\n<p>At the same time, the Ministry for Communities and Territories Development secured more than EUR 251 million in additional funding during the Ukraine Recovery Conference in Gda\u0144sk to expand housing support initiatives:<\/p>\n<ul>\n<li>EUR 80 million for the next phase of the Housing for IDPs from Temporarily Occupied Territories program, expected to provide approximately 2,000 additional vouchers, primarily for veterans and persons with war-related disabilities;<\/li>\n<li>EUR 100 million for compensation related to destroyed housing under the eVidnovlennia (eRecovery) program, jointly financed by the Council of Europe Development Bank and the Government of Italy;<\/li>\n<li>EUR 60 million to support preferential mortgage programs for Ukrainian defenders, enabling more than 1,500 mortgages.<\/li>\n<\/ul>\n<h2>What This Means for the Construction Industry<\/h2>\n<p>The significance of these figures goes beyond statistics. The housing compensation program has moved from policy planning to real property transactions.<\/p>\n<p>Every voucher redeemed represents a family transitioning from temporary accommodation to permanent housing. At the same time, each transaction generates demand within the real estate market, encouraging new construction, major renovation projects, and interior fit-out works.<\/p>\n<p>As regional authorities continue processing applications and approving compensation, the pace of housing stock renewal is accelerating. This is not only a matter of social support but also a key driver of Ukraine\u2019s broader recovery and reconstruction efforts.<\/p>\n<p>When public funding results in the delivery of actual homes rather than promises, recovery becomes more than a vision \u2014 it becomes a daily reality.
